New Intrastat thresholds for 2026: reporting obligations for operators exceeding 1,000,000 RON in dispatches or arrivals of goods

INS Order no. 1604/2025, establishing the Intrastat thresholds for collecting statistical information on intra-EU trade in goods for the year 2026, was published in the Official Gazette, Part I, no. 1022 of November 5, 2025, and will enter into force on February 1, 2026.

Main provisions:

1. The following Intrastat value thresholds for the collection of intra-EU trade in goods statistics for the reference year 2026 are approved: 1,000,000 lei for the dispatch of goods and 1,000,000 lei for the introduction of goods.

2. The economic operators who, during the year 2025, exchanged goods with the Member States of the European Union, whose annual value, separately for the two flows, dispatches and introductions of goods respectively, exceeds the Intrastat thresholds set for the year 2025, must complete and submit to the National Institute of Statistics Intrastat statistical returns starting with the reference month January 2026.

3. During the year 2026, other economic operators engaged in intra-EU trade in goods, whose cumulated value at the beginning of the year exceeds the Intrastat thresholds for the year 2026, may also become Intrastat data providers. These economic operators have to complete and submit Intrastat statistical returns starting from the month in which the cumulated value of dispatches and/or arrivals of goods since the beginning of the year 2026 exceeds the Intrastat thresholds set separately for the two flows.
